So all I had to do was set it to "Off" and it works great, now! If you go to 'Quick Settings' on the PS4, there's a setting for "Mute ALL Microphones", which I had set to 'On' at some point while playing GTA Online. At some point, I turned a setting on my PS4 to on and forgot about it.
